APF Canada is a not-for-profit organization focused on strengthening ties between Canada and Asia through its research, education, and convening activities, such as the APEC-Canada Growing Business Partnership. 

We are seeking a proactive Gender Equity and Social Inclusion (GESI) Specialist for the APEC-Canada Growing Business Partnership on contract, full-time employment. This position reports to the Senior Program Manager, APEC-Canada Growing Business Partnership.

Phase Two of the APEC-Canada Growing Business Partnership is a four-year project (2022-2026) funded by the Government of Canada that aims to improve inclusive economic growth of micro, small, and medium enterprises (MSMEs), especially those led by women and young women.

Major Responsibilities:

Gender Equity and Social Inclusion (GESI) 50%

  • Lead the integration of gender-responsive and inclusive MSME-related research and monitor relevant public policies, trends and emerging gender equality issues;

  • Prepare project reports, action plans, policy briefs, recommendations and communication materials that support poverty reduction, gender equality and women’s economic empowerment;
  • Contribute to gender-responsive procurement and budgeting
  • Assist in coordinating and managing gender-responsive and inclusive meetings, consultations, and partnership events, including conferences, roundtables, workshops, and training sessions with leaders and experts from Canada and other APEC economies;
  • Provide ongoing gender research support and analysis throughout the project’s planning, implementation, and monitoring and evaluation.

Project Co-ordination and Administration 50% 

  • Contribute to Project meeting agendas, materials, speaking points, and presentations, including convenings such as the APEC Small and Medium Enterprise Working Group and APEC Business Advisory Council

  • Coordinate and support reporting to the project donor, including annual and semi-annual reports, work plans, financial forms and reporting, and other documents.

  • Maintain an updated and organized project management information system with project tasks and milestones.

  • Communicate internally with the Project Team and APF Canada’s staff, executive leadership, and Board, and externally with project stakeholders, academics, experts, and government representatives, including drafting letters, emails, and other communications materials.

  • Other tasks and event logistical support on the ground may be assigned from time to time.

Successful applicants will have the following qualifications:

  • Graduate education in international development, public policy, business management, non-profit management, administration, or communications (or another related field of study) is highly desirable. An equivalent combination of undergraduate education and five to seven years of work experience will be considered.

  • Three to five years of experience with GESI and project co-ordination, management, or administrative work in international development, government, non-profit organizations, or research is essential.

  • Excellent ability to manage multiple work assignments simultaneously, identify priorities, develop timelines, and use sound judgment to prioritize and meet deadlines.

  • Excellent communicator in English with an ability to respectfully engage with multiple stakeholder groups from government, research institutes, business associations, and civil society.

  • Ability to work independently and in a team environment.

  • Displays tact and professionalism and can work with organizationally sensitive information, ensuring confidentiality and respect for the nature of work.

Desired Skills and Abilities

  • Previous work experience in developing or managing a Global Affairs Canada-funded international development project is highly desirable; 

  • Knowledge about issues related to MSMEs and entrepreneurship, particularly in the context of fostering sustainable development and poverty reduction, and promoting gender equality;

  • Certification in project management is an asset.

  • Completion of the Government of Canada’s Gender Based Analysis Plus (GBA+) certificate or other gender equality, inclusion, and diversity training is an asset.

  • The ability to work in French or an Asian language relevant to Phase Two is an asset. 

Eligibility

Applicants must be eligible to work in Canada. The successful applicant will ideally work out of Vancouver, BC, on a Hybrid Schedule (two days onsite/three days off-site) from APF Canada’s head office in downtown Vancouver, Monday to Friday, during regular office hours (approximately 9:00 a.m. to 5:00 p.m.).

Compensation & Benefits

The salary range for this role is $50,000-$62,000. Salary offer will be determined commensurate with experience and level of expertise subject to APF Canada’s salary band. APF Canada’s total remuneration package for this role includes a non-contributory extended health care coverage, including dependents, above mandatory paid time-off days and a flexible and hybrid work schedule.

Background

The Asia Pacific Foundation of Canada (APF Canada) is a not-for-profit organization focused on Canada’s relations with Asia. APF Canada is currently implementing Phase Two of the APEC-Canada Growing Business Partnership (the Project) funded by Global Affairs Canada (GAC). Phase Two (2022-2026) is a four-year project that aims to improve the inclusive economic growth of micro, small, and medium enterprises (MSMEs), especially those led by women and young women, in six focus economies: Indonesia, Malaysia, Papua New Guinea, the Philippines, Thailand, and Viet Nam. APF Canada, in collaboration with local partners, is responsible for delivering relevant and timely programming to strengthen gender-responsive, inclusive, and sustainable MSME policies and business practices in the selected economies through two streams of activity: (1) Policy Leadership and (2) Capacity Building.

Purpose

APF Canada is seeking a qualified bidder or bidders to implement activities under the project’s Policy Leadership activity stream in Indonesia, the Philippines and Viet Nam. A separate process is being conducted for the Capacity Building activity stream. 

This is an anticipatory process to seek bidders’ expression of interest in the Policy Leadership activities. Bidders are invited to submit an expression of interest for one or all activities listed in the project scope statement document. The proposed outcome of these activities is to improve the effectiveness of gender-responsive and inclusive MSME policies and programming in Indonesia, Philippines and Viet Nam. Policy actors refer to government policymakers, business leaders, research institutes, civil society organizations, and MSME support organizations that create and implement MSME-related policies and/or advocate for improved policy alongside MSMEs.

The RFP process will follow a two-step approach, enabling a comprehensive evaluation of proposals. In the first step, bidders will submit a short expression of interest proposal providing an overview of their previous experience, plans for implementation, and a cost estimate. Shortlisted bidders will proceed to the second step, where they will submit a detailed, full proposal and budget. A finalized version of the project's ultimate and intermediary outcomes will be made available to the shortlisted bidders.

  • The bidding organization is a legally registered business, not-for-profit organization, non-governmental, civil society organization, or social enterprise. 
  • The bidder has experience implementing activities in Indonesia, the Philippines, Viet Nam, the Asia-Pacific region, or Canada.   
  • The bidding organization is prepared to comply with Global Affairs Canada’s Terms and Conditions and the Organizational Policies of APF Canada.
  • The bidding organization has staff who are fluent in English to lead the program. Fluency in Bahasa Indonesian, Filipino, and Vietnamese is strongly preferred but not required. 
  • Group proposals shared by multiple bidders are possible if there is a desire to share the scope of work. One bidder must be identified as the lead and point of contact. Each bidder may only apply as the lead and point of contact on one proposal. It is preferred that organizations only participate in one bid.

Research Scholarship Opportunity

The Asia Pacific Foundation of Canada (APF Canada) is committed to fostering the next generation of Asia Pacific researchers and practitioners. To this end, it offers one full-time, twelve-month term opportunity as a Research Scholar (RS) for applicants interested in conducting research on South Asia with a focus on one or more of the following areas: political economy of South Asia, climate change, and/or new and emerging technologies.

The Research Scholar will join APF Canada's research team and work directly with a Program Manager. He/she/they will:

  • Conduct research, gather and analyze data for APF Canada research projects and events;
  • Publish short papers such as Insights and Dispatches and contribute to longer reports;
  • Develop and execute a research project in line with the Foundation’s research plan;
  • Build expertise and keep up to date on specific topics in South Asia such as, but not limited to: AI and digital technology, space programs, peace and security, energy and the environment, and domestic political affairs in the seven countries comprising the South Asian region – India, Bangladesh, Pakistan, Sri Lanka, Nepal, Bhutan, and Maldives;
  • Contribute to the organization of APF Canada events.

The Research Scholar will report out of Vancouver, B.C., and follow a hybrid work schedule, which includes reporting from the Vancouver office two days per week and remotely the other three days during regular office hours, Monday to Friday. 

For Research Scholars needing to relocate from outside of B.C., a $1,000 relocation bonus will be allocated. Scholars relocating to the area from elsewhere in B.C. (i.e. outside the Lower Mainland) will receive a $500 relocation allowance.

Successful applicants will have the following qualifications:

  •  An interest and experience conducting research on emerging trends in technology, trade and investment, or climate change and the environment in the South Asian region;
  • Educational background in related fields such as Political Science, International Development, Public Policy, Economics, with a demonstrated focus on South Asia;
  • Excellent demonstrated quantitative skills, with proficiency with SPSS, Nvivo, Stata, R, or Python;
  • Good ability in analyzing and synthesizing complex datasets into writing pieces catered to the general public;
  • Excellent demonstrated written communication skills;
  • Strong teamwork and collaborative skills, ability to adapt, innovate, work in a fast-paced environment, and good interpersonal skills.

Eligibility and Selection

Selected candidates must:

  • Be recent (less than two years) graduates from a Master’s or PhD program or be a PhD candidate nearing completion of their program requirements. Exceptional candidates with an undergraduate degree and demonstrated research experience may be considered. 
  • Have completed their graduate studies at a Canadian university or be a Canadian citizen or permanent resident who completed their graduate studies either in Canada or overseas. (Priority is given to Canadian citizens and Permanent Residents.) International students with a valid work permit will also be considered.
  • Research Scholars are selected through an open and competitive process, and their grant agreement period is normally for one year. In some cases, their eligibility can be extended twice for a total granting period not to exceed two years.

Note: The Research Scholarship opportunity is not considered as regular employment; renumeration is provided through a Grant.

Amount of Grant

The grantee's compensation is $44,400.00 for the duration for the term.

We hope to fill this position quickly and have someone start in the role in June 2024 and until the end of May 2025, with the possibility of an extension.
